Alternatives for wireless list

I spent several hours over the weekend looking at various wiki engines
and free wiki sites. I have come to the conclusion that unless there is
some kind of control over the format of entries for the list of
libraries with wireless, a wiki would not be appropriate for this type
of effort. None of the wikis I looked had any way to create an input
form to add content to a page in a set format such as a field for
Library Name, URL for Library, Library Type, and Network Use Policies.
I believe that is the minimum I need to create a viable and quality
controlled list. A wiki will result in a chaotic list where everyone
could use what ever format they wanted. Call me old fashioned, but that
would seem to be to be of little value to anyone. Now if someone had a
database I could plug into where people could input their library, that
would work fine. I do not have the time nor the skills to develop such
a database without a lot of time. My work load does not give me that
time. Any suggestions? Would a blog work better where I set up a
default format for entries?
