Public library digitization pioneers

Hello,

I am new the list list, and am looking for examples of some of the
pioneers of digitization projects in the public library sector.  I
realize the digitizaiton movement has primarily been led by academic and
research libraries (and commercial enterprises)... however, I am
interested in early efforts on the part of public libraries.
