[Web4lib] OpenSearch, Koha, and Library Catalogs

Michigan State (the opensearch) was written by me. It's actually just
a small php script that uses the Innovative XML server. If you have
the XML server it's very easy to implement (though crudely). My
version is not in anyway official (runs on my server) but gives you an
idea of how to do it. I should change the title to say DEMO.

My code is crap so you'd be wise to clean it up before making it
production-worthy.
