[Web4lib] CMS for digital library?

I have a question for all of you hard-working tech librarians. What 
software would you recommend for a project that wants to develop its 
digital library and have some kind of CMS access to its website? Our 
project looked at several promising software packages in the past year, 
including Keystone CMS (http://www.indexdata.dk/keystone/). We need 
something that is open source and will allow the management of files, 
not something that forces us to put content into a database (that 
inevitably goes down or slows down the server). Ideally we'd also like 
something that provides good metadata support, so we can be a proper 
digital library. Our preference would be for software that relies on PHP 
and MySQL, or at least on some protocol that will last for a few years.
