[Web4lib] Index Files in Subdirectories

In answer to your questions:

I'm running Win2k Server with IIS 5.
 
<<Has '$base_url' been set to point to the subdirectory in
sites/default/settings.php?>>

It is set to the subdirectory.  I even tried to point it exactly to the index.php file.  When I point it to the index.php file the page shows but it's rendering in plain html (no css or template design showing).
