The only wide spread access to libraries using an ISBN would have to be
through FirstSearch. Many public libraries are not members of OCLC
because it is so expensive for them. Do not knock the local library for
not having the money to do what you suggest. Open World Cat will
improve such things but only if and when it becomes affordable for all
public and school libraries to have their records as part of the
database.
