combining intitle searching and phrase searching in Google

Hi,
I am about to give a short talk on search engines. I have been testing Google's intitle: search strategy. I am combining it with a phrase for example searching +intitle:"galway public library". I expect to retrieve only web pages containing the phrase 'galway public library' in the title.
Most of the pages returned meet this expectation but many have only one or two of the keywords of the phrase in the title but have the phrase in the body of the web page. Is Google trying to be helpful in returning material that it thinks might be relevant or am I doing something wrong?
Any ideas would be much appreciated.
