Aside from PHP modules that allow you to pull data from the Open Directory
Project (like phpODP), a quick search on freshmeat leads to the PHP-based
"Birch".
"Birch is a set of PHP scripts that allow you to create your own Yahoo! or
ODP-style hierarchies. It uses the PHP PEAR DB abstraction layer, so it
should work with MySQL, PostgreSQL, or almost any other database backend."
I'm not familiar with it, but it sounds like it may be what you're looking
for.
