I would recommend NoteTab (it has a "Light" version). It is not WYSIWYG, but it offers possibilities to automatize tasks through a powerful scripting language and to use Tidy and TopStyle, whitin the program. 
One of the most useful features is the automatic conversion from Text to HTML which produces a very correct code.
