I too would strongly recommend HTML-Kit.  

I've long used EditPro for HTML (free), TopStyle for CSS (they have a
"lite" version that's free), and jEdit for XSL (free).  

I've heard good things about StyleMaster for CSS too ... Anyone here use
it?  Is it's support for CSS positioning as good as they say?
