Perhaps others have answered this, but you may be thinking of Stacey
Kimmeland Jenne Heise's article in Online (Nov-Dec, 2001) about Lehigh
University's selection of Instant Service software for reference chat.
I believe Instant Service is, or at least, was, available free to
non-profit institutions.
