what do we do given the lack of an equivalent to AACR for Dublin Core

Hello!

I like Dublin Core a lot, but how do I decide or how do I tell people
how to decide what is really an author and what is really a title and
so on?  I can't just tell anybody to use the AACR for that because they
lack the training to use it and even if they had it I do not find the
AACR quite suitable for the task.

Is the answer to build my own Dublin Core oriented cataloguing rules?

What is everybody else doing?
