Beyond the options of Mailman and LISTSERV, that Karen Schneider mentioned,
and the inadequate Lyris product, another possibility is Majordomo
<http://www.greatcircle.com/majordomo/>.  Majordomo is freeware, written in
Perl, and, locally, appears to be relatively pain free.
