I've found the following registry edit to work well -- even for those
pages where someone clicks "make this your homepage" (in IE 5.5):

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control
Panel

Set the "HomePage" value to 1
