I have been using Coldfusion in combination with an Access database for
about a year and can confirm that this is a good, relatively-easy-to-setup
option for  many library web development purposes.

Among the smaller projects at our library was a user input form for voting
on journal subscription changes.
After pressing the send button the 'votes' and comments from the form were:
- added to the corresponding fields in the database table.
- included in an email to a librarian.
Also, a thank you message was displayed to those who sent a vote.
As many other respondents already pointed out, there are quite a few
combinations of scripting language/database program that could be used.
(I'd just like to add one more: PHP and Mysql - a very good open-source
'combo'.)
When working on my first Coldfusion projects, I relied heavily on the many
setup and code examples found at a variety of websites. Information on PHP
and Mysql is also widely available on the web.
