[WEB4LIB] Windows XP on Public Access PC's

We have used winSelect on our public PC's for quite awhile.  When we went 
to Windows2000 we ran into a few problems.  Although it kept users from 
double clicking on icons such as my computer or network neighborhood, they 
were able to drag those icons to the launch bar and then open them.

We are now looking at replacing winselect  on those machines with a tight 
use of policy edits.
