Dropdown JavaScript Menu

I'm trying to implement a JavaScript drop-down menu to redirect to another
site. Here's the catch...

The drop-down menu is a list of states. I only want the redirect to happen
when NE is selected, but not any of the other states. Every example I've
found sends the user to another site on every choice in the list, not just
one.

Is this possible?
