I would start with Sara Ryan's "It's Hip To Be Square" article from School
Library Journal where she outlines the do's and don'ts of Library Teen web
sites:

As for cool teen web sites, you might want to check in at YALSA.  Here's
one that I always thought looked good:

http://saclib.org/KidsTeens/kidsteens.html

You can see Sacramento has split their content into Kids and Teens.

Another good place to find good-looking sites is Charlotte-Mecklenburg:

http://www.plcmc.org/

They have a number of "kid-oriented" web sites under their main library
web site.

The Virtual YA Index should help you narrow your scope:

http://yahelp.suffolk.lib.ny.us/virtual.html

It is an index of library teen web pages.
