[WEB4LIB] Web-accessible info and library budget reductions?

This seems to be a common (mis)conception about online resources, that
the information just gets there magically.  There is the notion that online
access means that there will no longer be any need for "intermediaries"
such as publishers or libraries or journalists.  Who do they think puts the
information online?
