Reuse windows for launching shortcuts

If it's unchecked, clicking on a shortcut icon on the desktop should
open a new browser window. You should make sure that all of your links
to Internet Explorer are done as shortcuts and not as the built-in
Windows' links to Internet Explorer. The easy way to tell is to right
click on the icon and choose properties. If Internet Options comes up,
then it's the built-in Windows link.
