I have found (and this is simply an observation) that most people don't even 
realize who they are paying taxes to or what they are used to support.

For example, a patron in a neighboring district within our co-operative was 
upset. We will soon begin charging families in his municipality a borrowing 
charge. He doesn't want to use his own library, though, as he much prefers 
ours. So he asked, "Can't I just pay part of my taxes to you?"
