Generally this indicates that an application has installed a file into
the WINNT, or operating system directory where the user has no rights.
There are two possible solutions.
The easiest thing to try is to temporarily give the user account
administrative rights, re-install the application, then remove the
administrative rights.
Otherwise you have to track down the file or files that Shockwave (or
whatever application) has installed into WINNT and give the user account
read, write and execute rights.
