Moving Icons

I was wondering if anyone has had this problem. I was called to our directors office this morning to find that his icons where all messed up. Every time you would get near a icon it would move. My first idea was it was a virsus but I ran Mcafee and found nonthing. Now I am puzzled, can someone help. Please!!
