I use Fortres here.  Works great! You can disable the start button and
everything else you want.  Even block web sites.   Works great for a
dedicated card catalog computer. I have my computers set up as groups then I
can change a group of computer restrictions and not bother the other groups.
I recommend it for anybody who provides computers to the public.
