A standard host name for library web sites would help. I don't mean a 
domain *.lib but something along the lines of -

library.institution.edu

library.institution.edu.au

library.institution.gov

etc

That way if you could find the institution the library is easily found.

This could well run afoul of restrictive institutional policies which 
restrict the ability to subdivide the institutions host name. If 
enough major library bodies endorsed the idea it might fly.
