FWIW...

I've been playing with a free utility called Pop-Up Stopper. Unlike some
similar programs I've tried, this one doesn't require making changes to your
browser configuration/proxy settings, etc. Sits unobtrusively in your
system tray and is easy to toggle on or off. If you should happen to want a
particular pop-up window to load -- instructions on a website, for
example -- you just hold the control key down as you click the link.

You can read reviews and download the thing from ZDNet:

How does one disable pop up ads!!!! Please share the secret to saner
surfing. There is nothing more annoying than pop up ad or Web sites that
spawn many browser windows (just mistype a URL to a popular site, and you
will inevitably see what I mean).
