So we need something to tag text structures, sort of like HTML, but, well,
eXtensible...

I think you just invented XML.  :-)

And, btw, it would be a seriously cool thing if there were a recognized
DTD for marking up article citations; I don't want to be the one who has
to figure out the superset of Chicago M. of S., MLA, APA, etc. and munge
it all together, but it would make many people's lives a little easier.
It would also rapidly become the heart of a open source
Endnote/Procite/Reference Manager competitor.
