software - PDF or TIFF database

I looked for information on this in the Web4Lib archives, and saw some
partially-related discussion, but I'm hoping to get more ideas.
To put it in a broad way, we have a collection of reports and other
documents which we would like to scan (probably make into PDFs), link to a
database, and provide access to, within our corporate division. We want to
keep costs low. Any recommendations for appropriate database (and/or
scanning) software?
The software we are looking at so far is records-management-oriented (such
as Alchemy http://www.imrgold.com/products/alchemy/index.htm --which
creates a database as part of the scanning process). We would like
something more bibliographic/library-oriented, with good search
capabilities, and ability to create bibliographies, but still with the
flexibility to enter various types of information about the documents in
the document records. We are considering Inmagic, but aren't yet sure this
would meet our needs/fit our budget.
Any suggestions appreciated,
Sarah Rosenberg
