If you can do some programming yourself, you can use
PHP & Postgresql for a database-backed website for free.
Or if you are in love with Microsoft, you can use ASP
(free) with MS Access (cheap), but I would not recommend this
(I speak from experience, I am cursing ASP right now).
I think PHP is really easy to learn, but you will have to
write the pages yourself. If you want to learn to use a
GUI program that does the programming for you, I can't
recommend anything.
We are rewriting our pages with ASP/Access now. I would be
happy to share the code with anyone who is interested (we
will be done in about a month).
