[This is for Windows 2000, but I recall both of these tricks from NT4].
For a shortcut to cmd.exe, open the properties, select the "Shortcut" tab,
and change the "Start in" line to the drive letter and directory you want.

For a command in the Start/Run dialog, try "cmd /k d:".
