architectural slide collection conversion

I am in the process of converting a collection of architecture slides from
TIF to JPEG format so that they can be used via our webserver and take up
less space.  I am converting them using PainShop Pro in batch mode.  The
problem is the TIF were saved at the highest possible size and resolution.
The physical dimensions of one the JPEGs is 8 inches by 12 inches or 2,408
pixels by 3,606 pixels.  Is there any software that would create, preferably
free and in a batch process, smaller JPEGs to act as links to the larger
ones?  I am NOT after creating thumbprints, those would be too small.  I
would like around 240 by 360 (same aspect ratio).  Please let men know ASAP.
THIS IS A HIGH PRIORITY PROJECT.
