Although there does not seem to be anything
on Internet Explorer proxy settings there, the
Gatesfoundation.org site does have an automation/
OPAC support section along with technical contact
information for Gates grant recipients:

Although the foundation does not accept
unsolicited proposals, their State Partnership
Program does work with state library agencies
according to the foundation's implementation
