IE 6.0 Restrictions

I have a Win98 PC running IE 6.0.  When I select Tools > Internet Options I 
get the msg "This operation has been cancelled due to restrictions in 
effect on this computer.  Please contact system administrator".  This is a 
non-networked machine with a dial-up Internet connection.

Anybody have any idea what is causing this?
