POSITION TITLE:
City Webmaster - (Departmental Information Systems Analyst I)

ANNUAL SALARY:
$ 43,100 - $ 53,875
City pays employee's 7% contribution to 2% at 55 retirement.  Excellent
benefits package 

ESSENTIAL FUNCTIONS:
The Departmental Information Systems Analyst I (City Webmaster) monitors the
day-to-day operation of the City of Pasadena's Internet website; provides
oversight of departmental web development projects; monitors adherence to
the established City Web Standards & Style Guide; administers web developer
access credentials; researches, evaluates, and implements new Internet
applications and develops web content; participates in the selection and
recommendations of new hardware and software; stays abreast of current
technology concerning applications and operations; assists in modifying
software to meet specific defined needs; analyzes software, performs tests,
and works out problems before release to users; analyzes report generation
capabilities and develops statistical analysis; installs software and
conducts training on hardware systems and software programs; instructs staff
in the proper use of specific applications; performs routine maintenance on
computer equipment; diagnoses, troubleshoots and resolves system problems,
and notifies affected users; prepares and updates program documentation;
documents programs and system modifications; provides leadership to
inter-departmental staff committees; acts as a departmental interface
between vendors, contractors, other public agencies, and City staff;
participates in the development and implementation of goals, objectives,
policies, procedures,  and work standards; performs other job-related duties
as assigned.

QUALIFICATIONS
Any combination of education and experience which provides the knowledge,
skills, and abilities for acceptable job performance, such as: 2 years of
MIS education and 2 years of direct technical experience which includes,
troubleshooting, developing, and managing Internet, or Intranet websites.

KNOWLEDGE, SKILLS & ABILITIES:
Considerable knowledge of: the administration of Microsoft Windows NT Server
& Internet Information Server (IIS); operating principles, procedures of
standard computer hardware, software and related technology; networking
principles. Skill in: HTML, DHTML, Microsoft FrontPage, Macromedia Flash &
DreamWeaver, Adobe PhotoShop & Illustrator as well as other tools used in
contemporary web design and development; Experience with: SQL, Perl, CGI,
JavaScript, and Style Sheets; developing cross-browser compatible
applications and content; installing hardware and software applications;
performing general maintenance and repair of computer hardware; word
processing, spreadsheet, and database management applications. Ability to:
apply technical knowledge of computer system software and hardware in
assistance and support of users; supervise and instruct personnel in the use
of programs and equipment; develop operational procedures; analyze complex
user problems; establish and maintain effective working relationships with
staff and the general public; diagnose and troubleshoot hardware and
software problems and make necessary modifications; prepare clear and
concise program documentation, user procedures, and system reports.; prepare
and deliver presentations related to information technology. Excellent
communication skills, both written and verbal. Critical thinking and problem
solving skills. Personal initiative and proactive approach skills.
Interpersonal skills to allow effective working relationships. Satisfaction
of physical requirements established by the City.
