A cynic would say that IE6/Win is just the Windows port of IE5/Mac.

The Mac and Windows IE development takes place on different timelines with
different teams working at different companies (Microsoft contracts out
for the Mac side).  So it's expected that the major releases don't go hand
in hand.  'Course, Unca Bill makes sure the Windows side always has the
higher version number.
