forcing IE to display page from sever

Please excuse me if this rambles a bit. I'll try to be succinct.

We update the news or a featured program on our home page almost
daily.  However, IE 5.x (perhaps earlier versions also) insists on
displaying a page from cache instead of calling the server for a new page.
Netscape 4.x displays the new page everytime.

I have tried the following META tags: 

<meta HTTP-EQUIV="Expire" CONTENT="now">
<meta HTTP-EQUIV="Pragma" CONTENT="no-cache">

but it doesn't seem to make a difference.  I realize I can clear the
Temporary Internet Files and then reload, but I'm assuming our general
public has no idea that they are viewing an old page. Changing the
Temporary Internet Files settings to check for a new page "every visit to
the page" or "everytime Internet Explorer starts" also fails to make a
difference.

I know that our ISP uses a caching server, but I believe that we have been
excluded from it due to problems with IP authentication for our databases.

Is there something else I can check for? Something else I can code?
