Greetings,

The following is a new, one-day continuing education course being
offered by the University of Maryland's College of Information Studies
(CLIS) on cutting-edge issues.

                      DEVELOPMENTS IN PRIVACY LAW –

          THE RAPIDLY DEVELOPING THREATS TO INDIVIDUAL RIGHTS!

Beyond the Privacy Act of 1974 – which provides for limited protection
of citizen privacy interests vis-à-vis records held by the federal
government – very little is know generally about the privacy rights of
individuals and the multitude of risks existing today and poised
tomorrow.  We read in the media daily of another threat to personal
privacy by business, the media, or government -- often aided by the
Internet specifically or technology in general:


   * “Computer Crime Cases Test Limits of Legal Searches”
   * “Critics Questioning NSA Reading Habits”  Politicians Ask if Agency
     Sweeps in Private Data”
   * “CARNIVORE Strikes!”
   * “Fearing a Plague of ‘Web Bugs’ – Invisible Fact-Gathering Code
     Raises Privacy Concerns”
   * “Supreme Court Invalidates Maryland Media Ride-Along Practices”
   * “Horning in on Privacy – As Databases Collect Personal Details Well
     Beyond Credit Card Numbers, It’s Time to Guard Yourself”

This seminar will present a thoughtful, engaging overview of this
conflict and seek to answer timely questions including:


   * What does the federal Privacy Act of 1974 protect and what does it
     permit in the way of collection?  What other legal provisions
     permit collection?  How do the Privacy Act, the Constitution, and
     the Electronic Communication Privacy Act (ECPA) interact apply to
     the current controversy over the FBI’s CARNIVORE?
   * What of federal government dissemination?  What are the regulations
     on “routine uses” and what recent (decided and pending)
     dissemination lawsuits are most relevant?
   * What is the status of privacy vis-à-vis state and local
     government?  For example, what is the scope of the new Maryland SB
     199 and its regulation of collection of personal information 
 as
     well as its requirements to publish privacy policies and identify
     systems of personal records?
   * What regulatory and legislative developments are present (or on the
     horizon) for privacy in the commercial and medical sector 

     including the latest on the application of the European Union’s
     (EU) directive on data protection?

In sum, if you are an information professional interested in more fully
understanding your privacy rights, or the privacy law obligations of
your employer, then this seminar is for you.  Indeed, whether you are
employed in the private or government sector, you need to be aware of
your obligations since more than a few legal provisions in this area can
give rise to personal legal liability in addition to corporate or
