It's not so much the operating system and platform as it is the web server
software that dictates what you must do to enable custom error messages.

<http://lib.4cty.org/> seems to be running CERN/3.0pre6vms3. For
information on customizing error messages in the CERN httpd, see
<http://www.w3.org/Daemon/User/Error.html>

I would suggest migrating from the CERN httpd to something like Apache
sometime in the near future. CERN httpd is no longer maintained. 

I also noticed that <http://www.4cty.org/> (which is where I was directed
by <http://lib.4cty.org/>) is apparently running Microsoft-IIS/3.0. I
would place this at the top of your list of things to fix.
