Take a look at Biblioscape, which may do what you need.

It comes in a "lite" edition for $79 ($49 educational pricing), which
apparently includes

"Integrated Web Browser: Search bibliographic database on the web and
capture your search results directly into your database with one click
(requires IE)."

This company also gives away a freebie called BiblioExpress "...a simple
reference manager for researchers. It is the freeware edition of our
flagship product - Biblioscape. BiblioExpress can be used to collect
literature references of different types, exploring bibliographic resources
on the Internet, as well as to be used as a free viewer of bibliographic
data. BiblioExpress can format records in several popular styles, including
ACS, APA, and MLA. BiblioExpress is designed to be small and efficient, you
can run BiblioExpress from a floppy disk."
