[WEB4LIB] Restricting launches to IP-restricted licensed web services

One major reason not to provide a IP restricted page listing licensed
services.  A page is listing your services is good promotional material for
your institution.  It shows future students and parents of those students
what you have to offer.
You have nothing to gain by using an IP restricted page listing your
licensed services.
