going "back" from sites

I would like to know why with some web pages or sites, when you click on the browser's "back" button, it will not let you go back and you are forever stuck in this web site or page.  I am reduced to clicking the "home" button and starting over.  Is this an attribute that has been specifically added to the html or is it a browser thing or .... what is it and who has control over it?  Thanks for your responses in advance!
