What we have done is to create a java page that loads full screen without
the toolbars, this way they have to scroll down and agree to the terms
before they use the Internet. It has been very successful. The patrons don't
read it, but it is there and they have agreed to the policy. Take a look at
it. The homepage on each machine is set to
http://www.nwrls.lib.fl.us/agree.html . (if you open the page on top of a
window, it is not full screen, but you get the idea.

. . . patron can always close that window and access internet without
agree the terms. I wonder if anybody knows how to make it work on Netscape.
Thanks!
