Cell borders in Netscape

Here's another one for the web "gurus" out there!

I'm still in the amateur class of web design so I'm a little cautious
putting this web site on this list for criticism!  But, I need some pointers
and will take the chance.  I'm mostly using FrontPage, I just upgraded to
2000, but I do SOME (maybe 10%) of the page by hand, particularly the little
bits of javascript tossed about it.  My current question delima concerns
cross-browser compatibility.  In IE I can add a style attribute to the TD
tag and create a border around specific cells in a table.  I like this, as
you can see on the page, because it lets me seperate blocks of information
without resorting to those darned horizonal lines.  However, when I view the
page in netscape, along with several other problems, the cell borders are
not there.  Anyone know of a way to do this for both browsers?  Like I said,
I'm an amateur (this is the first "real" web page I have constructed!)
