Disabling Windows 95 login dialog

Hello,

I'm tending Win95 workstations running on an NT network and I would like to
disable the Windows (workstation, not Network) login dialog. That is, I don't
want it to appear at all.  Now, most of the time it does not appear, only when a
user changes his network password; then it pops up -- very confusing! Anything I
can do? (I've spent an hour looking for an answer on the web, but only found the
process for Win98.)
