[WEB4LIB] HTTP access and error logs

Well, we still have all of ours going back to May 1995. At first I planned to trash them after 'x' years, depending on our records management protocols. But they are still useful for log analysis and historical study - especially with the improvements in analysis software. As to space, that is not a big problem, and some analyzers (such as Analog) are able to process them in gzipped format.
