[WEB4LIB] Making Netscape close button inactive

You can implement this and have the title bar turned off. That will remove
the ability to close or minimize with those buttons. The hot-key ALT-F4 will
still work unless you turn them off too.

Another way, though extreme, would be to run Netscape with a "-sk" switch at
the end of the command line. This will invoke "Super Kiosk" mode, though it
is quite extreme.
