Problems with Netscape security

We have public pc´s for the search in our opac. To force the users to use
only our opac we start netscape in the sk-mode (superkiosk). The F4-key is
disabled by an appropriate software, the task manager can´t get started, the
taskbar is set to background. This is quite secure.
Now we have the problem that users can start the bookmarks with ctrl-b and
use some other ctrl-keys. Then they can address all the url´s they want (and
we don´t want them to do).
Does anyone know a way to disable the ctrl-combinations?
