Automation Plan

Hello, I am posting on behalf of Brian Williams, Automation Manager for
Multnomah County Library.  Brian is currently on an exchange program in
China and has drafted an Automation Plan for the library system of
Quanzhou.  He'd like some feedback about the plan.
