One way to accomplish this is to create a registry key
[HKEY_CURRENT_USER\Software\Microsoft\CurrentVersion\Policies\Explorer]
"NoSaveSettings"=dword:00000001
This will stop the Explorer shell from reopening the windows that were open
when the user logged out last. For more details on this and other way to
lock down Windows and IE see Microsoft article ID Q198771.
