How to turn off Explorer Bar in IE4?

I need help!!
Is there a way to turn off the Explorer Bar in IE 4? This selection shows up
under the View menu. I could not find anything in the Internet Options. We
have patrons that stumble into this view option and do not know how to turn
it off. They usually want to maximize the web page shown in the Explorer bar
but the only way I know how is to open it up in a new IE session.

Any help would be gereatly appreciated.
